What is the RRL?
In the aftermath of the extensive damage and devastation caused from the passage of Hurricane Irma and Hurricane Maria essential services in the BVI such as health, social services, telecommunications, electricity, water, sewerage and waste management systems were severely compromised.
Against this backdrop, The Caribbean Development Bank (CDB) and The Government of the Virgin Islands (GOVI) signed a $65.291 Rehabilitation and Reconstruction Loan (RRL) Agreement to assist the BVI in the recovery, rehabilitation and reconstruction of social and economic infrastructure.
RRL activities are based on the 2017 BVI Recovery to Development Plan. The RRL supports improved climate resilient infrastructure and institutions in the transport, water and sewerage, governance, education and national security sectors to rebuild a stronger, smarter, greener and better BVI that is resilient to the impacts of future disasters. Furthermore, the RRL provides technical support to design and construction supervision services, institutional strengthening for psychosocial support, Climate Risk and Vulnerability Assessments (CRVAs) and project management.
