Responsibilities

1. Ensure the smooth and efficient operation of the Department through administration of daily operations and assist Senior Marine Surveyor and Chief Marine Surveyor. 
2. Gain knowledge and learn techniques involved to ensure continual learning by assisting the Senior Marine Surveyor in the following areas: 
             a. Statutory surveys on ships for flagging-in, renewal of certificates, annual and occasional
             b. Undertake plan approvals on new ships and flagging-in ships in relation to ships  navigational lights and signals, navigational equipment, firefighting equipment and life saving    
                  appliances
             c. Approval of ISM Manual, Ship Security Plans (ISPS Code) SOPEP Manual, Cargo Lashing Manual, Garbage Plans and Safety Plans
             d. ISM Audits and ISPC Audit on board ships and of shipping companies 
             e. Investigation into maritime accidents 
             f. Conduct musters and drills on passenger vessels and ferries 
             g. Port State Control Inspection of foreign vessels calling into the BVI ports 
             h. Conducting examinations for Boatmasters Licenses 
             i. Administration of the STCW 1995 certification system for issuing flag State Endorsements to seafarers serving on board the BVI vessels
3. Attend meetings, workshops and training as instructed to ensure awareness of any change in policies, procedures or to gain relevant qualifications which may be relevant to the role.
4. Perform any other related duties as required by Supervisor or any other senior officer in order to contribute to the effectiveness and efficiency of the department.
Skills and Competencies
  • Boatmaster License (Grade 1) or Master (Near-coastal0 – STCW II/3 Certificate or equivalent deck qualification
  • Good eyesight – vision no less than 20/100 in each eye
  • Sound knowledge of Government structure, policies and procedures
  • Sound knowledge of the use of standard office equipment
  • Sound knowledge of BVI marine rules and regulations, as well as applicable Marine Codes relating to inspection and certification of small vessels for safety and prevention of pollution
  • Sound knowledge of cargo and passenger vessel operations, maintenance technology, small vessel construction and repair procedures
  • Good knowledge of the International Rules for the Prevention of Collision at Sea (COLREGS)
  • Good knowledge of small boat operation, buoyage and channel markings
  • Good knowledge of Post State Control requirements
  • Good knowledge of marine accident investigation requirements
  • Sound oral and written communication skills
