Role Summary
The successful applicant will provide advice, assistance and administrative support on formulation of policy for the Ministry, its Departments and Government as a whole. Coordinates and manages the functions of the Ministry to ensure the successful formulation and implementation of ministerial and cross-ministerial Government policies and programmes throughout the Territory.
Main Responsibilities
1. Directly responsible for the day-to-day management and administration of the Ministry to maintain the efficient delivery of services.
2. Ensure that the Ministry and its Departments adhere to established policies and procedures in carrying out their functions to ensure compliance with procedural guidelines and consistency with other government bodies.
3. Advise on the formulation of policy and implementation of the policy recommendations of the other Ministries, international agencies, the private sector and other agencies to assist the Minister in making informed decisions.
4. Ensure the effective implementation and monitoring of the Ministry’s policies through consultation with Department Heads and interest groups/stakeholders so that all relevant opinions and concerns are taken into account.
5. Keep the Minister informed of the status of projects and other activities, enabling the Minister to make an educated, up-to-date analysis of outstanding work-in-progress.
6. Convene, attend and chair meetings as required to ensure the representation of the Ministry and its interests.
7. Supervise and coordinate the work of Departments under the Ministry with regard to staffing, finance and planning to maximise efficiency.
8. Ensure that legislation under the Ministry is reviewed and upgraded periodically so that legislation is always consistent and current.
9. Serve as the Accounting Officer for the Ministry.
10. Prepare and manage the Ministry’s Annual Budget.
11. Ensure the preparation and submission of Performance Planning and Appraisal Report for all staff.
12. Develop and implement strategic plans.
13. Identify job specific and environmental factors and develop, where applicable, implement and promote the health and safety policies. Mitigate and minimise workplace hazards.
14. Serve as an Ex-Officio member on Statutory Boards under the Ministry’s portfolio.
15. Perform any other duties as required by the Minister or Deputy Governor in order to contribute to the effectiveness and efficiency of the Ministry
Minimum Qualifications
- Master’s Degree in Public, Business Administration or Management
- Eight (8) to ten (10) years’ experience in senior management or Head of Department in the Public Service
- Expert knowledge of Government structure, policies and procedures
- Expert knowledge of relevant laws, regulations, procedures and policies
- Expert knowledge of Government budget and accounting procedures
- Excellent oral and written communication skills
- Good knowledge of the use of standard office equipment and computer applications
- Expert analytical and decision-making skills
- Excellent interpersonal and organisational skills
- Ability to work well under pressure
- Excellent supervisory and management skills
