UNESCO Project Proposals
UNESCO (United Nations Educational Scientific and Cultural Organization) is not a funding agency. However, the Organization has a biennial Programme and budget, which aims to encourage activity in the fields of UNESCO’S competence-Education, Science, Culture, and Communications. Accordingly, Member States and Associate Members are encouraged to submit project proposals for the consideration of UNESCO’S secretariat in Paris.
Project proposals may come from individuals, groups, and organizations in civil society, or they may come from departments or governments. They may even come from a combination of sources because UNESCO recognizes the importance of coordinated effort and public/private partnerships.
In the UNESCO context a project is regarded as a series of activities, intended to achieve a specific objective, and having a predetermined budget. The preparation of a project proposal involves the consideration of the following questions: Where are we now? Where would we like to be? How do we get there? How do we know when we get there? In other words, the implementation of a project anticipates some change at the community level or institution level.
The typical format for a project proposal should include the following information:
Context and Justification (Background):
Objectives/Goals:
Purpose (Reason):
Output (Product):
Activities:
Quantitative and Qualitative Indicators
