The Government of the Virgin Islands (GOVI) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$65,291,000 towards the cost of CDB No. 12/SRF-OR-BVI:

Rehabilitation and Reconstruction Loan – Hurricane Irma Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of the GOVI and upon approval by CDB and will be subject in all respects to the terms and conditions oftheFinancingAgreement. TheFinancingAgreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, ifsuch payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than the GOVI shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The Virgin Islands Recovery and Development Agency, the Executing Agency, now wishes to procure consultancy services for the Design and Construction Management of the West End Ferry Terminal.

The main objective of this consulting assignment is to provide architectural, engineering and contract management services for the West End Ferry Terminal Project from its planning phase to the handover for operation by the end-users. The consultant will be responsible for engaging stakeholders through all phases of the Project, leading the planning and development phases, and producing preliminary and final designs required for construction of the Project. The consulting assignment also includes assistance during the tendering and award of the construction works, and the construction supervision and contract management during implementation of the works. The duration of the assignment is expected to be for a period of 24 months.
