Ms. Ingrid A. Moses-Scatliffe has been appointed Interim Chief Registrar of Lands within the Lands and Survey Department of the Ministry of Environment, Natural Resources and Climate Change while the substantive post holder is on leave.

Ms. Moses Scatliffe previously served as Chief Registrar of Lands from 2007-2010.

As Interim Registrar, she will ensure that all requests are actioned in a timely manner and are readily available upon request as well as managing the day-to-day operations of the department and its staff. Additionally, on delegated authority, the Registrar also acts in a quasi-judicial capacity

In addition to her appointment as Registrar of Lands from 2007-2010, Ms. Moses-Scatliffe has served as Speaker of the House of Assembly of the Virgin Islands, Project Manager within the Registry of Corporate Affairs, Head of Operations at Barclays Bank PLC, Virgin Islands and currently works as a Partner with Travers Thorp Alberga (formerly Orion Law).

Ms. Moses-Scatliffe’s academic achievements include a Bachelor of Science in Computer Information Systems from St. Augustine’s University, A Bachelor of Laws (Hons) from the University of Wolverhampton and a Master of Laws and ICSL Bar Vocational Course: Post Graduate Diploma, both from City University.

Commenting on her appointment, the new Interim Chief Registrar said, “I am humbled by the opportunity to serve as Acting Chief Registrar of Lands in the absence of the substantive holder of the post. Having previously served as the Chief Registrar of Lands from 2007 to 2010, I understand the importance of the role and the management of one of our most valuable resources. “

Ms. Moses Scatliffe added, “The Lands and Survey Department's mission of managing mapping and registry services with modern efficiency, transparency and security through innovation and expertise is a vital service to our Territory. I look forward to working with colleagues and serving the Territory through the period of my temporary appointment."
