The Government of the Virgin Islands is requesting proposals for the supply and delivery of petrol and diesel for the Royal Virgin Islands Police Force Road Town Station and the Marine Base locations on Tortola.

The proposed scope of works comprises of delivery of petrol and diesel, maintenance and replacement of fuel tanks and pumps to ensure the continuity of fuel usage at the sites, and in the event of failure of the pump or tanks be able to provide fuel at the agreed rates at designated facilities owned by the supplier.

The supplier shall provide the delivery of an order of petrol or diesel to the purchaser on an agreed schedule at a minimum of twice per month subject to the fuel pump and tank being operable. The tanks will not be allowed to run empty and as such a reorder level will be confirmed between the purchaser and the supplier.

Procurement Coordinator, Mrs. Ishma Rhymer said that eligible tenderers are also required to have a valid Trade Licence and submit Certificates of Good Standing in respect of the Social Security and taxes, including Payroll and Income Tax, from VI Social Security Board, National Health Insurance and Inland Revenue, in addition to other relevant bidding documents.

Bidding documents will be available from Monday, 4th April, 2022, on weekdays between 9:00 a.m. to 4:00 p.m. Bidding documents will be sent to tenderers electronically upon request to procurement@gov.vg with the subject title “Supply and Delivery of Petrol and Diesel – Royal Virgin Islands Police Force - British Virgin Islands”.

A virtual pre-tender meeting is scheduled for Wednesday, 20th April, 2022 at 1:00 p.m. Due to Covid-19 preventative measures and social distancing guidelines established by the Ministry of Health and Social Development, all prospective tenderers will be notified of the access code and password prior to the meeting. All prospective tenderers are invited to attend.

Interested tenderers should submit one (1) original and three (3) copies plus one (1) flash drive containing the tenderer’s documents. The original bid should be placed in a sealed envelope and marked “ORIGINAL” and the additional copies placed in another sealed envelope and marked “COPIES”. Both envelopes should then be placed in an outer envelope and marked “Supply and Delivery of Petrol and Diesel – Royal Virgin Islands Police Force, British Virgin Islands” and addressed to:

All tenders must be deposited in the “Tender Box” at the Ministry of Finance (Procurement Unit), RFG Place, Road Town, Tortola, Virgin Islands, by the bearer not later than 10:00 a.m. on Tuesday, 17th May, 2022. Tenders will not be accepted after the “Tender Box” is closed.

Tenders will be opened at the Procurement Unit, Ministry of Finance, RFG Place at 11:00 a.m. on Tuesday, 17th May, 2022. Tenderers are invited to witness this process via “Webex”. Tenderers will be provided with the access code and password prior to the opening.
