The Government of the Virgin Islands is requesting tenders for the Collection of Solid Waste in Tortola from Zone 1 through 6; North Sound and The Valley, Valley Virgin Gorda, Anegada and Jost Van Dyke.

Procurement Coordinator, Mrs. Ishma Rhymer said eligible tenderers are required to submit Certificates of Good Standing in respect of the Social Security and Taxes including Payroll and Property Tax from BVI Social Security Board, National Health Insurance, Inland Revenue, the Commercial Registry, valid Trade Licence, detailed work programme showing the order in which the various sections of works are to be executed along with other documents as outlined in the tender document.

Ms. Rhymer also noted that specified zones in Tortola include the main road from Prospect Reef, Slaney, Duffs Bottom, Sea Cow’s Bay, Palestina, Hannah’s, Pockwood Pond, Towers to West End, Frenchman’s Cay, Zion Hill, Cappoon’s Bay, Little Apple Bay and Carrot Bay for Zone 1.  In Zone 2, areas include Road Reef, Macnamara, Main Street, Long Bush, Lower Estate, Sugar Mill Road, Botanic Station, Scatliffe Alley and Wickhams Cay. Zone 3 areas include Huntum’s Ghut, John’s Hole, Horsepath, Tobacco Wharf, Pasea, Purcell, Johnson Ghut, Free Bottom and Fort Hill. Zone 4 consists of Baugher’s Bay, Gene Hill, Fish Bay, Kingston, Sophie Bay, Brandy Wine Bay, Paraquita Bay, Hodge’s Creek and Fat Hog’s Bay. Zone 5 areas include Long Look, Greenland, Little Dix Hill, Josiah’s Bay, East End, Parham Town, Beef Island and Trellis Bay. Lastly, Zone 6 areas include Hope Hill, Belle Vue, Sabbath Hill, Manchester, Long Trench, Fahie Hill, Harrigan, Meyers, Chalwell, Doty, Ballast Bay, Cane Garden Bay and Brewers Bay.

The North Sound Section on Virgin Gorda includes the entire North Sound and the main road leading from North Sound up to the point of entrance to North Sound Hill Dumpsite. The Valley Section includes the entire Valley and all areas to the North, including Handsome Bay, Savannah and Pond Bay, while the Jost Van Dyke Section includes Great Harbour, Little Harbour and White Bay. Anegada includes the entire island.

Tenderers must provide a Tender Bond/Tender Security with their tender, not less than 1% of the bid price, in the form of a bank guarantee, banker’s draft, certified cheque, or a bond provided by an accredited Insurance agency.

Bidding documents are available from Monday, August 9, 2021, and will be sent to bidders electronically upon request to procurement@gov.vg with the subject title “Tender for the Collection of Solid Waste in the specific Zone.”

Interested tenderers should submit one (1) original, three (3) copies and one (1) flash drive containing the bidder’s documents. The original bid should be placed in a sealed envelope and marked “ORIGINAL” and the additional copies placed in another sealed envelope and marked “COPIES”. Both envelopes should then be placed in an outer envelope marked “Tender for the Collection of Solid Waste in the specific Zone” and addressed to:

All tenders must be deposited no later than 10:00 a.m. on Tuesday, September 14, 2021, in the Tender Box at the Ministry of Finance (Procurement Unit), Qwomar Trading Building #2. Tenders will not be accepted after the Tender Box is closed.

A virtual pre-tender meeting is scheduled for Wednesday, August 25, 2021, at 10:00 a.m. via WebEx.  Due to Covid-19 preventative measures and social distancing guidelines established by the Ministry of Health and Social Development, all prospective tenderers will be notified of the access code and password prior to the meeting.

Tenders will be opened at the Procurement Unit, Ministry of Finance, Qwomar Trading Bldg. #2, 2nd Floor starting at 11:00 a.m. on Tuesday, September 14, 2021. Tenderers are invited to witness this process via WebEx and will be provided with the access code and password prior to the opening.
