The Government of the Virgin Islands has appointed three professionals to the Board of the BVI Health Services Authority (BVIHSA) as part of its commitment to enhancing healthcare governance and service in the Territory.

The newly appointed members are:

  • Ms. Noelene D. Levons
  • Ms. Samantha L. Stevens
  • Mrs. Mitsy J. Ellis-Simpson

The appointments, retroactive to February 10, 2024, will remain in effect until February 9, 2027.

Minister for Health and Social Development, Honourable Vincent O. Wheatley, welcomed the appointments, stating that the BVI Health Services Authority plays a vital role in ensuring quality healthcare for the people of the Virgin Islands.

Honourable Wheatley said, “The addition of these highly skilled professionals to the Board will further enhance governance, financial oversight, and healthcare service delivery. We look forward to their contributions in shaping a more efficient and sustainable healthcare system for the Virgin Islands.”

Ms. Noelene D. Levons brings over 20 years of experience in the medical field, and holds a Bachelor of Science in Nursing, a Certificate in Nursing, and a Postgraduate Certificate in Nursing Education. She previously served as Vice President of the BVI Nurses Association from 2016 to 2017 and most recently worked as a Campus Nurse at the H. Lavity Stoutt Community College from 2021 to 2023.

Mrs. Mitsy J. Ellis-Simpson is the current Director of MJS & Associates Inc. and has a background in economic advisory, research, financial planning, and insurance., She holds two Master of Science degrees: in Applied Economics from Southern New Hampshire University and Finance from City University of Hong Kong.

Ms. Samantha L. Stevens brings over 20 years of experience in Finance. She holds a Bachelor’s degree in Finance and Economics from Missouri Southern State

University and currently serves as the Associate Internal Auditor at the Social Security Board.

The Government expresses its gratitude to the appointees for their willingness to serve and remains committed to, ensuring continued progress in the healthcare sector and strengthening healthcare leadership in the Territory.
