The Government of the Virgin Islands has appointed three qualified professionals to the Medical and Dental Council.

The newly appointed members are:

  • Dr. Jerry Smith – Physiotherapist
  • Dr. Rodger Miller – Medical Practitioner (Cardiothoracic Surgery)
  • Dr. Domnick Frazer – Medical Practitioner (Emergency Medicine & Infectious Diseases)

These appointments, retroactive from February 3, 2025 and ending on February 2, 2027, are expected to enhance regulatory oversight and ensure the continued delivery of high-quality healthcare services in the Territory.

Minister for Health and Social Development, Honourable Vincent O. Wheatley, commended the appointments, stating, "The Virgin Islands continues to prioritise excellence in healthcare regulation, and these appointments reflect our commitment to ensuring that our medical and dental professionals operate at the highest standards. We welcome these distinguished professionals to the council and look forward to their contributions in safeguarding the integrity of our healthcare system."

Physiotherapist Dr. Jerry Smith holds a Doctor of Physical Therapy degree and brings nearly two decades of experience to the field of Physiotherapy. He also serves as the CEO of Therapy Works.

Medical Practitioner (Cardiothoracic Surgery) Dr. Rodger Miller, a seasoned medical professional, earned his Bachelor of Medicine, Bachelor of Surgery (MBBS) and Doctor of Medicine (DM) in Cardiothoracic Surgery from the University of the West Indies. Since 2017, he has been a Consultant Cardiothoracic Surgeon at the BVI Health Services Authority (BVIHSA) and has led the Emergency Room Department since 2020.

Medical Practitioner (Emergency Medicine & Infectious Diseases) Dr. Domnick Frazer brings to the role a strong background in emergency medicine and infectious diseases. He holds an MBBS from the University of the West Indies, Mona, along with a Postgraduate Certificate in Global Health and Infectious Diseases from the University of Edinburgh, a Certificate in Clinical Management of HIV from the University of Washington, and a Postgraduate Diploma in Emergency Medicine with distinction from UWI Mona.

Dr. Frazer Currently serves as Medical Director at National Health Insurance (NHI), and previously held the role of Medical Director of Emergency Medical Services at the BVIHSA from 2019 to 2024.

The Medical and Dental Council is responsible for regulating and maintaining the professional and ethical standards of medical and dental practitioners across the Virgin Islands.
