The Housing Recovery Assistance Programme is designed to help homeowners rebuild in the wake of Hurricanes Irma and Maria in accordance with the provisions of the Virgin Islands Housing Recovery Policy and Hurricane Irma Housing Recovery Plan 2017-2019.

 

Process

Housing Recovery Grants     What You Need  
  • To be eligible to obtain housing assistance, applicants must be uninsured or underinsured owners of residential property and multi-family dwellings at the time of Hurricanes Irma and Maria.
  • Property must have sustained damages due to Hurricanes Irma or Maria and must have been either occupied or move-in ready prior to the storms.

 

How to Apply?
  • Complete Application for Housing Recovery Assistance.
  • Attach required documentation that may include:
  • Proof of Income (example: letter, payslip, benefits letter, etc.) (if applicable)
  • Estimates Reflecting Repair Costs
  • Proof of Land Ownership (example: land deed, title, insurance certificate, mortgage documents etc.). In the absence of this document, applicants should provide a legal document that demonstrates the applicant’s appointment as executor of the estate
  • Proof of Insurance (if applicable)
  • Proof of Citizenship/Residency
  •  Submit completed form and attachments to the Ministry of Health & Social Development for processing.
  •  Landlords will need to complete a different form and in addition to the documents above will need to submit a copy of a current trade license. (Please Note: This form will  be made available at a later date).

Process

  •  Information received must go through a verification process
  •  Decisions are communicated to applicants via an offer letter. Applicants are to accept the offer within two (2) weeks of receipt date or the offer may lapse and the applicant may be deemed ineligible.
  •  Receipt of a signed offer letter will trigger the disbursement of funds to the appropriate vendors and/or applicants.

 

Contractor Registration

 

How to Apply?

  • Complete Contractor Registration Form
  • Attach required documentation that may include:
    • Cover Letter (Outlining interest and similar projects undertaken)
    • Valid Trade License
    • Certificates of Good Standing from the following agencies:
      • Inland Revenue
      • BVI Social Security
      • National Health Insurance
  • A minimum of five (5) years’ experience in the construction field

 Completed form and attachments must be addressed to the Permanent Secretary of the Ministry of Health and Social Development, Mrs. Petrona Davies and submit them directly to the Ministry of Health and Social Development located at Old Peebles Hospital Annex in Tortola. Persons can also email these items at ministryofhealth@gov.vg.  

 

Process

  • Contractors who register will comprise of a database of qualified contractors that will be accessible to make the tender process for housing projects more efficient. Contracts may be issued directly by the Government or other funding agencies.

These include:   Job Letter, Land Deed, Title, Insurance Certificate, Mortgage Documents, Estimates Reflecting Repair Costs,  Proof of Insurance (if applicable)

Additional Notes

  • Some applicants may receive priority in the application process such as the elderly, disabled or single-parent households.
  • Applicants earning an annual income of under $25,000 are likely to be considered for a full grant based on need demonstrated by criteria such as number of household minors or seniors and occupants with a disability. Applicants over the stated threshold that demonstrate a need based on the criteria above will be considered for a partial grant (if applicable).
  • For those individuals that require full assistance (example: elderly, differently-abled, etc.), the receipt of an offer letter triggers the forwarding of the case to the appropriate individuals (example: Senior Project Manager, etc.) to begin works to repair and/or rebuild those premises.
