The Government of the Virgin Islands invites tenders for the Asphalt Paving of primary roads and road markings in the Virgin Islands.

The proposed works comprise of providing all plant, labour, equipment and materials and performing all operations in connection with asphalt paving of 38 miles of primary roads in conformity with an internationally acceptable standard, preparation of road base to receive new asphalt paving; facilitating works for all utility manholes, drainage structures and sidewalks to achieve an acceptable and level finished pavement and testing of aggregate and asphalt design mix prior to asphalt paving, amongst other things.

Procurement Coordinator, Mrs. Ishma Rhymer said eligible tenderers are required to have a valid 2023 Trade Licence for the specific type of work detailed in the tender document and submit Certificates of Good Standing in respect of the Social Security and taxes, including Payroll and Income Tax, from VI Social Security Board, National Health Insurance and Inland Revenue or payments due to the Government of the Virgin Islands.

Tenderers much provide a detailed work programme showing the order in which the various sections of works are to be executed, the rate of progress and segments to be undertaken, as well as a list of projects undertaken within the past ten years that demonstrate the Tenderer’s experience in delivering similar projects and a list of current contract commitments/works in progress.

Bid documents will be available from Monday, 30th October, 2023, on weekdays between 9:00 am to 4:00 pm. Bidding documents will be sent to tenderers electronically upon request to procurement@gov.vg with the subject title “Asphalt Paving and Road Marking in Tortola, Virgin Gorda and Jost Van Dyke.

A virtual pre-tender meeting is scheduled for  Friday, 10th November, 2023 at 10:00 a.m. All prospective tenderers will be notified of the access code and password prior to the meeting.

Interested tenderers should submit one (1) original and three (3) copies plus one (1) flash drive containing the tenderer’s documents. The original tender                                                should be placed in a sealed envelope and marked “ORIGINAL” and the additional copies placed in another sealed envelope and marked “COPIES”. Both envelopes should then be placed in an outer envelope and marked “Asphalt Paving and Road Marking in Tortola, Virgin Gorda and Jost Van Dyke” and addressed to:

All tenders must be deposited in the Tender Box at the Ministry of Finance (Procurement Unit), RFG Place, 2nd Floor, Road Town, Tortola, Virgin Islands by the bearer not later than 10:00 a.m. on Tuesday, 28th November, 2023. Tenders will not be received after the tender box is closed.

Tenders will be opened at the Procurement Unit, Ministry of Finance, RFG Place at 11:00 a.m. on Tuesday, 28th November, 2023. Tenderers are invited to witness this process via WebEx. Tenderers will be provided with the access code and password prior to the opening of the bids.
