Premier and Minister of Finance, Dr. the Honorable D. Orlando Smith, OBE has reported that the building consultant tenders for rehabilitation of the Central Administration Complex (CAC) is now closed.

Premier Smith in a One-on-One with the media said the rehabilitation will be done in two phases - first the West Wing and then the East Wing, with a projected completion date of early 2020.

The Premier added, “The Government’s objective is to achieve an efficient and proper rehabilitation of the Complex and the successful bidder will be responsible for design development, procurement assistance and supervision during the construction phase.”

The project includes the following key components:

  • Final cleaning of old mechanical, electrical and plumbing  components;
  • Design and Refitting of Office Spaces;
  • Contract Administration;
  • Construction Supervision

Facilities Maintenance Manager, at the complex, Mr. Arriel Donovan said the mission is to provide a safe, comfortable and clean working environment for the occupants and visitors to the Administration Complex. He said after the passage of hurricane Irma, the building’s basement was flooded and this compromised the electrics of the elevator and the main switch board.

Mr. Donovan said the chiller and piping that connects the air handling units of the main air conditioning unit were also damaged. Testing was done in January to determine the air quality, which passed health requirements, except for two areas that needed further attention.  The two areas were retested in February and also passed the requirements with relation to the count of bacteria and allergens in the air permissible for a working environment by way of the Indoor Air Quality Association of America standards. 

Mr. Donovan said that as the works continue, it is the mandate of the Ministry of Communications and Works to ensure that the best practices continue.He assured that there will be another test before the year ends. Temporary ventilations have been made to cool various departments in preparation for the restoration of the main air conditioning unit’s installation.
